As
you know, on December 31, 2005 and January 1, 2006, widespread flooding caused
extensive damage to homes and businesses in this area. As
a result of their experiences in the Oroville Dam Flood of 1997, the Arcade
Creek Flood of 1986 and the Gilroy Flood of 1986 attorneys Lawrence
Mann and Ray Bourhis of San Francisco were asked to evaluate the Marin County
situation. Following studies conducted by hydrologists and others they
have determined that there is governmental exposure for most of the losses that
